O QUE SÃO POLÍTICAS PÚBLICAS E POR QUE A SUA COMPREENSÃO IMPORTA PARA O DIREITO? BREVES APONTAMENTOS EM TORNO DOS ASPECTOS CONFORMADORES DAS POLÍTICAS PÚBLICAS NO BRASIL E SUA RELAÇÃO COM OS ATORES PÚBLICOS E PRIVADOS

Resumo

O presente artigo teve como objetivo verificar o que se pode chamar de política pública. Com este objetivo foi realizada a pesquisa bibliográfica na doutrina especializada no tema. No primeiro tópico foi verificado o que a doutrina entende por "política pública". No segundo tópico foram analisadas as fases das políticas públicas. Por fim, foi realizada a abordagem das formas de controle das políticas públicas. Concluiu-se que as políticas públicas podem ser definidas como ações governamentais que surgem a partir da verificação de demandas sociais e que buscam, contando com a participação dos cidadãos, a solução de problemas políticos e sociais comuns e concretos.

Abstract: This article aimed to verify what can be called public policy. With this objective, a bibliographic research was carried out in the specialized doctrine. In the first topic was verified what the doctrine means by "public policy". In the second topic, the phases of public policies were analyzed. Finally, the approach to public policy control was carried out. It was concluded that public policies can be defined as governmental actions that arise from the verification of social demands and that seek, with the participation of citizens, the solution of common and concrete political and social problems.
